Scroll DAO Pauses Governance Amid Leadership Resignations, Plans Structural Redesign

The Scroll decentralized autonomous organization (DAO) is pausing its governance operations following recent leadership resignations and uncertainty around live proposals, according to a Wednesday delegate call.

DAOs rely on blockchain-coded rules and token-based voting to guide decisions on spending, feature updates, and new initiatives. However, recent events have disrupted Scroll’s usual process.

Co-founder Haichen Shen told delegates the team is “redesigning governance,” while contributor Raza emphasized that this is a temporary pause, not a full stop. Delegates—trusted members who vote on behalf of token holders—remain central to decision-making, though confusion over active proposals has raised questions about which measures will move forward, including a pending treasury management proposal.

The resignation of governance figure Eugene this week left the team uncertain about previously approved or live proposals. Scroll has requested additional time to organize the process before announcing next steps. Early indications suggest the DAO may move toward a more centralized governance model, though details are still being finalized.

Top delegates remain in place, with Olimpio holding 176,000 SCR in voting power, ranking fourth overall. While governance proposals technically remain live, their execution is unclear.

SCR tokens have gained 3% in the past 24 hours alongside a broader market uptick but remain down 75% from their December 2024 peak.
