Ripple Supports SEC Crypto Framework as XRP ETF Outflows Raise Demand Questions
Ripple’s latest move on U.S. cryptocurrency regulation has brought XRP back into focus, with the company supporting a proposed Securities and Exchange Commission (SEC) framework designed to improve regulatory clarity for digital assets. At the same time, renewed outflows from U.S. spot XRP exchange-traded funds (ETFs) have introduced another factor for investors to consider.
Three developments are shaping the latest outlook: Ripple’s push for clearer crypto rules, a reversal in ETF inflows, and the Nasdaq debut of Evernorth, a digital asset treasury company focused on XRP.
The central question for XRP investors is whether regulatory progress and expanding institutional infrastructure can maintain demand as ETF flows weaken. The impact will depend on how the SEC proposal develops and whether institutional investment returns to a stronger growth path.
Ripple Seeks Clearer Crypto Rules Through SEC Proposal
On October 20, Ripple submitted a 20-page comment letter supporting the SEC’s proposed Regulation Crypto Assets framework while recommending revisions to certain provisions. The submission came as the public consultation period on the proposal concluded.
The initiative forms part of a broader effort to establish clearer requirements for crypto-related offerings and determine when federal securities laws apply. Reuters reported in August that the proposed framework includes exemptions for certain offerings and a conditional safe harbor intended to address aspects of digital asset regulation.
Ripple’s argument centers on the distinction between an investment contract involving a cryptocurrency and the underlying token itself. According to the company’s position, the existence of an investment contract does not automatically mean that a digital asset must be classified as a security in every situation.
Ripple is also seeking clearer guidance on issuer responsibilities, token classifications and transactions conducted on secondary markets.
Such clarification could help cryptocurrency exchanges, financial institutions and other market participants better understand their compliance obligations when handling digital assets.
However, the SEC has not finalized the proposed framework. Ripple’s support does not independently determine XRP’s legal classification or immediately change its regulatory position. Those questions will depend on the final rules and how the agency implements them.
XRP ETF Flows Show Signs of Weakening
Recent ETF activity presents a mixed picture for XRP. U.S. spot XRP ETFs recorded no net flows on October 20 after attracting approximately $920,800 on October 19, according to available tracking data.
The latest figures followed a weaker period for the funds. During the week ending October 16, spot XRP ETFs experienced roughly $1.84 million in net outflows, ending a 13-week streak of consecutive weekly inflows.
Despite that reversal, cumulative net inflows remained close to $1.81 billion as of October 20. This suggests that the longer-term investment trend has not yet experienced a decisive reversal, even as recent activity points to more cautious positioning.
A return to sustained inflows could strengthen the outlook for XRP by signaling renewed investor interest. Continued withdrawals, however, could weigh on sentiment, particularly if broader cryptocurrency markets remain under pressure.
ETF flows are an important indicator of investment demand, but they do not determine XRP’s price direction on their own. Market liquidity, investor sentiment and wider economic conditions can also influence performance.
Evernorth’s Nasdaq Debut Adds an Institutional Dimension
Evernorth introduces another development to the XRP investment landscape. The XRP-focused digital asset treasury company completed its business combination with Armada Acquisition Corp. II in October and entered public markets under the ticker XRPN.
Its arrival provides another potential route for institutional exposure to the XRP ecosystem and could contribute to broader participation in the sector over time.
However, investors should distinguish between Evernorth shares and XRP itself. XRPN represents equity in a company pursuing an XRP-focused treasury strategy, rather than direct ownership of the cryptocurrency. Consequently, its Nasdaq listing does not automatically generate additional demand for XRP.
The company’s longer-term influence will depend on its treasury activity, strategy execution and ability to attract investors.
XRP Outlook Depends on Regulation and Institutional Demand
The latest developments offer investors several indicators to watch as XRP navigates an uncertain market environment.
Ripple’s engagement with the SEC could contribute to a more clearly defined regulatory framework if the agency incorporates meaningful changes into its final rules. Meanwhile, ETF flows will help indicate whether demand for regulated XRP investment products can regain momentum.
Evernorth’s public-market presence may also expand institutional access to XRP-related investment strategies, although the effects on the underlying token remain uncertain.
For now, the combination of regulatory engagement, mixed ETF activity and new treasury infrastructure presents both opportunities and risks. A clearer regulatory environment and renewed investment inflows could improve sentiment toward XRP, while persistent outflows and delays in regulatory progress could limit the recovery.
